What the grant pays

Up to $10,000 per roof, created by House Bill 3089 and run by the Oklahoma Insurance Department. The money is paid directly to the contractor, and only after an independent evaluator documents the work and IBHS issues the FORTIFIED certificate. It is a state program, not federal, and it is not a tax credit. On many metro homes it covers a large share of a FORTIFIED roof, though it does not always cover the entire project, and any cost above the award is yours.

Who qualifies

• Homestead exemption. You need a homestead exemption on file with your county assessor, and you attach documentation during the application.
• Income tier. A household at or below $62,138 is Tier 1 and receives priority. Above that is Tier 2.
• Owner-occupied primary residence. The program is aimed at the home you own and live in.

How the application works

After you are found eligible, you select three contractors from the state OKReady approved roster, and they submit bids on the specific work your home needs. You cannot start work before you receive the award letter. Once the roof is built and the FORTIFIED certificate is issued, the program pays the contractor directly. What the grant does not do

It does not make the roof free in every case, it does not run forever, and it is separate from the insurance discount.
